Welcome to the City of San Diego's Bicycle Master Plan Update Online Engagement Forum! This site is for project updates, online surveys, and sharing other ways to get involved. The City is conducting public outreach to gather input on the draft future bicycle network, with opportunities to share your ideas both online and in person. As the project moves forward, there will be additional outreach opportunities, so check back regularly for updates!
About
The City of San Diego is updating its Bicycle Master Plan, originally adopted in 2013, to align with the City’s Mobility Master Plan, Strategic Plan, General Plan, and Climate Action Plan. This update will guide future bicycle and micromobility investments and help prioritize active transportation projects citywide, with an emphasis on equity and serving communities with the greatest needs. The project vision is to improve and grow a safe, connected, and convenient network for people of all ages and abilities who ride bicycles, scooters, and other personal transportation devices.
The following project goals will guide the development of the Plan:
- Safety: Prioritize separated bikeways, protected intersections, and other safety improvements to reduce severe injuries and fatalities.
- Equity: Outline investments in structurally excluded communities and accommodate users of all ages and abilities.
- Connectivity: Close existing gaps, improve access, and provide convenient connections within the city and beyond.
- Climate Action: Provide more ways for people to get around by bike to help reduce greenhouse gas emissions and achieve our climate action goals.

The interactive feedback map below shows the draft future bicycle network developed with input we received from you in our last survey.
The City’s Draft Proposed Bicycle Network recommends a total of nearly 2,100 miles of bicycle facilities including almost 700 miles of new separated bikeways, over 600 miles of bicycle lanes, and over 800 miles of other bicycle routes and bicycle paths.
We want to know what you think:
- Does the draft network provide connections to key destinations?
- Were gaps in the network addressed?
- Are there any connections or gaps that we missed that you would like to see added?
The survey is currently closed. We anticipate opening the survey early March 2026, and keeping it open for one month.
About the Proposed Future Bike Facilities
The following describes standard bike facility classifications. The facilities in the proposed future network were selected based on speed and volume data in alignment with Caltrans Design Information Bulletin 94 (Complete Streets: Contextual Design Guidance) and NACTO Urban Bikeway Design Guide.
Prior Engagement Efforts
In Fall 2024, the City conducted a social map activity, an interactive trip map activity, and a survey to gather input from the community for the Bicycle Master Plan Update. More than 3,000 people responded, and this input provided valuable information about critical gaps in the bicycle network and community preferences for needed improvements.
