What is the LRSAP?
Pasadena's Local Roadway Safety Action Plan (LRSAP) will enhance transportation safety for all by engaging the community to prioritize the installation of fifteen safety projects. Eleven of these projects are based on prior City planning documents, and four projects were newly identified by Pasadena residents and stakeholders over the last six months. Building upon the 2022 Local Roadway Safety Plan, which analyzed safety issues and proposed initial improvements, the LRSAP will deliver a community-defined list of safety projects for priority implementation.

Round One Community Engagement (Fall 2024)
The City reviewed and analyzed 80 transportation projects across
four City plans to produce a list of 20 projects for the first round of
community feedback. The community voted on their top five projects via in-person
workshops and an online survey. Community members also shared feedback about other
locations in the City of Pasadena where they have experienced transportation
safety concerns.
The City has completed community engagement efforts for most of the plans used to compile the list of existing projects for this report. This includes community engagement efforts for the Pedestrian Transportation Action Plan and the Greenways Feasibility Study.
The Project Team hosted four community engagement workshops in October 2024.

Online community engagement was conducted from October through December 2024. During the online engagement window, 169 voters cast 845 project votes in the existing project ranking exercise.
During the first round of community engagement, in-person attendees and online contributors were asked to place a pin at any location in Pasadena where they experienced safety concerns. There were a total of 194 experience pins shared in the interactive mapping exercise, which informed the selection of the four newly community-identified corridors.
Round One Community Engagement Results
City staff incorporated community votes into the project prioritization process to select 11 safety projects from prior City planning documents to include in the LRSAP. City staff also reviewed the community safety concern submissions to identify four new corridors—Arroyo Parkway, Marengo Avenue, Colorado Boulevard, and Sunset Avenue—for safety improvements. These 15 safety projects will be included in the LRSAP for priority implementation and are shown in the map below.

- Citywide installation of Leading Pedestrian Intervals and Accessible Pedestrian Signals (LPI/APS) at signalized intersections
- Citywide implementation of continental-style crosswalks (high visibility crosswalks) at signalized intersections and marked uncontrolled crosswalks
- Traffic signal preemption for emergency vehicles at intersections along arterial streets
- Pedestrian crossing improvements at intersections on Washington Boulevard
- Pedestrian crossing improvements at intersections on Fair Oaks Avenue
- Pedestrian crossing improvements at intersections on Los Robles Avenue
- Pedestrian crossing improvements at intersections on Lake Avenue
- Signal and crossing improvements at Fair Oaks Avenue/Orange Grove Boulevard intersection
- Class II bike lane on Washington Boulevard from Forest Avenue to Catalina Avenue
- Pedestrian Hybrid Beacon (HAWK) signals at priority midblock or non-signalized intersections
- Signal and crossing improvements at Fair Oaks Avenue/Washington Boulevard intersection
- Marengo Avenue – between Villa Street and Glenarm Street
- Sunset Avenue – between Howard Street and Hammond Street
- Arroyo Parkway – between Cordova Street and Glenarm Street
- Colorado Boulevard – between Allen Avenue and Sierra Madre Boulevard
