Overview

The Hillsborough TPO is developing a Vision Plan for the Henderson Boulevard/Manhattan Avenue corridor, covering Henderson Boulevard from W Kennedy Boulevard to W San Jose Street and continuing as Manhattan Avenue south to Gandy Boulevard, a 4.1-mile corridor within the City of Tampa. Jurisdiction is shared among agencies: FDOT owns and maintains the section from W Kennedy Boulevard to S Dale Mabry Highway, Hillsborough County oversees the segment from S Dale Mabry Highway to Gandy Boulevard, and the City of Tampa holds land use authority and manages traffic signals.

The study aims to build on previous ideas and recommendations by conducting a multimodal analysis and engaging stakeholders to create a unified vision for the corridor. Once implemented, the plan will:

  • Improve transportation safety for all users
  • Expand mobility choices for the community
  • Support broader community priorities such as health, economic vitality, and stormwater management
