Understanding the Problem

Recognizing increasing pressure on Washington’s seaports and the need for a more resilient and efficient freight network, the Washington State Freight Mobility Strategic Investment Board (FMSIB) has launched an Inland Intermodal Feasibility Study. This effort is intended to assess and develop a business case for establishing new or retrofitting existing inland intermodal facilities—and to provide actionable policy recommendations for FMSIB to consider and incorporate into the Investment Program.

FMSIB is seeking your input on the potential benefits, challenges, and operational considerations associated with inland intermodal facilities. Below are two surveys, a questionnaire, and a map-based survey, to add pins on a map with comments about areas where additional capacity or infrastructure improvements could enhance freight movement.

What is an Inland Intermodal Facility?

For the purposes of this study, the working definition of an inland intermodal facility considers both containerized (intermodal) and non-containerized cargo:

  • Rail terminal for transferring containerized cargo between modes (rail/truck, truck/barge)
  • Multi-user, rail-served transload terminal for transferring cargo between modes in bulk or both bulk and containers
