The City of Burlingame Comprehensive Safety Action Plan is an important milestone in the City’s commitment to safer streets for everyone. This plan serves as the City’s Comprehensive Safety Action Plan, Vision Zero Action Plan, and Local Road Safety Plan.

With this plan, we commit to Vision Zero, a goal of reaching zero fatalities and serious injuries on local roadways. A Comprehensive Safety Action Plan is an analysis and strategy document that provides the City with a clear path forward to improving roadway safety and achieving our Vision Zero goal.

Vision Zero is a strategy to improve the safety of our roadways and prevent traffic-related deaths and serious injuries. It emphasizes proactive and preventive actions to design and plan our roadways to prioritize safety. We all make mistakes as we walk, bicycle, and drive from place to place, and those mistakes should not lead to loss of life.

The City of Burlingame joins a growing network of cities on the Peninsula and across the nation that are committed to eliminating fatal and serious injury crashes. As shown on the map below, this includes Daly City, South San Francisco, Pacifica, San Bruno, San Mateo, Redwood City, and Menlo Park.

This image shows cities in San Mateo County that have committed to Vision Zero.

The Comprehensive Safety Action Plan is an analysis and strategy document that provides a clear path forward to improve road safety by identifying key safety challenges and ways to address them. Key elements of the Plan and its development process include:

Map pinpoint icon

Safety Corridors

Corridors with the highest concentrations of fatalities and serious injuries for targeted investment.

Countermeasure Toolbox

A toolbox of infrastructure strategies to improve safety in Burlingame’s unique roadway context.

Educational Programs

Proven non-infrastructure strategies to address key safety challenges.

Prioritized List of Projects

A set of projects and strategies across the City to prioritize for implementation.

Safety First” Culture

Collaboration with the community and stakeholders to build a culture that prioritizes safety in transportation decisions.

Community input is critical to the success of Vision Zero. Residents, employees, and visitors to Burlingame have participated in the process through in-person public events, online surveys, and at public Council and Commission meetings. Your voice will help identify safety concerns and shape solutions.

The City of Burlingame was awarded a $480,000 federal grant from the United States Department of Transportation to develop a Comprehensive Safety Action Plan.

Safer streets separate roadway users in space and time to reduce the likelihood of collisions. They also slow vehicle speeds to reduce the severity of collisions when they do happen.

Before: A typical intersection before improvements to make safer streets for everyone.

This image shows a typical intersection before applying safer streets design elements. The roads have standard width bike lanes, multiple travel lanes in each direction, and higher volumes of traffic.

After: An intersection redesigned to create safer streets for everyone.

This image shows some of the features of a redesigned intersection as part of safer streets for everyone. Some of the features include protected bike lanes and narrower vehicle travel lanes, with fewer lanes overall.

Community Input that Shaped the Plan

This Plan is built on community voices. Here is how community members participated:

  • Nearly 1,500 visits to our project webpage and 650 contributions to the webmap. See map input below.
  • 100+ community members engaged in person through community events.
  • 14 Community Advisory Committee members shared input at our meetings.
  • 5 public presentations to City Council and Traffic, Safety, & Parking Commission.

Through this input, community members shared that they want to see:

  • Safer Crossings

    for people walking or biking.

  • Fewer Vehicles

    on Burlingame roads.

  • School Safety

    to keep students safe.

  • Slower Speeds

to take care of each other.
