40th Street Multimodal Project Part 2
Continuing with Part 2 of the 40th Street Multimodal Project, previously known as the Bay Trail Gap Closure, will create a two-way separated bikeway on the west side of Shellmound Street. The new bicycle facility, which is part of the Bay Trail itself, creating a bicycle connection that is comfortable to a broader range of cyclists. The improvements will connect with the bikeway along Christie Avenue and the multiuse connection along the south side of Powell Street to the northern Bay Trail access to the west of Interstate 80, as well as providing an improved connection to the existing Bay Bridge Trail leading to Yerba Buena Island. With the improvement in Part 1 of the Project the new high-quality bicycle access with cross through Emeryville along 40th Street to the Oakland border.
Part 2 will extend the 40th Street bicycle and bus improvements from the south entry at IKEA on Shellmound Street north to the Christie Avenue intersection. Along this stretch, there will be:
- A two-way separated bikeway on the west side of Shellmound Street
- Bike and transit signal upgrades at existing intersections
- A bus stop upgrade on the south west side of the Shellmound Street and Bay Street intersection
Concurrent with the 40th Street Multimodal Project, the new development at the corner of Bay Street and Shellmound Street is contributing sidewalk and bus stop upgrades on the east side of Shellmound Street. The combination of dedicated bus lanes and bus stop improvements along the length of 40th Street will improve transit access to jobs and services in south and central Emeryville, as well as for people living in proximity of 40th Street in Oakland. This will include improved transit access for workers who can ride BART to the MacArthur Station.
The five signalized intersections along Christie Avenue are anticipated to operate at a delay of 35 seconds or less with optimized traffic signal timings during the weekday AM and PM peak hours.
The City Council approved the improvement in concept, at their July 18, 2023 meeting. City staff and consultants are currently working on the design and environmental review of Part 2. The City will continue to apply for grants to fund the construction of Part 2 of the Project.
Conceptual Design
The following plans show the design approach. The bikeway follows Shellmound Street on the west side as that avoids the higher volume traffic turning movements on the east side of Shellmound and provides a more direct connection to the bikeway on the north side of Christie Avenue intersection.

Design Details
Bus Island
The Bus Island is a dedicated waiting and boarding platform for passengers to allow for in-lane bus stops to reduce the need to merge in- and out of traffic, and near-level accessible transfer between the bus and island. The bikeway passes behind the platform to eliminate conflicts between transit vehicles and cyclists. Pedestrians who cross from the eastside of Shellmound Street will have direct access to the bus island while those walking on the westside will have a marked crossings to the island. The bus island and are fitted with passenger amenities consisting of a shelter, benches, leaning bars, trash receptacles and improved lighting. Additional trees will be planted between the freeway and the bikeway and bus island.
Christie and Shellmound St Intersection
The traffic signal will operate such that the bicycle and the pedestrian movements will go separately from the conflicting car movements. So, the cars will not conflict with the bicyclists and pedestrians. A future connection with the Loop Protected Bikeway Project is planned.
